Abstract


The release of the overall national public emergencies contingency plans \However, in the face of the frequent occurrence of mine , floods have greater dangers and adverse social impact of public emergencies , many small and medium-sized cities slow response measures fatigue, not only do not take preventive measures , and no event negative bring an end to maximize the impact afterwards . This not only exposed the many problems of many small and medium-sized cities in the emergency management system , a departure from the theme of a harmonious society . Therefore , scientific construction of small and medium-sized cities of Public Emergency management system is imperative and urgent. Firstly, small and medium-sized cities public emergencies related concepts , manifestations and characteristics defined by management summary of the status and characteristics of the major cities in developed countries public emergencies , the management of public emergencies in small and medium-sized cities in China countermeasures . On this basis , based on the situation analysis of Yan'an City , prone practical experience and summary of public emergencies , its emergency planning system of the management system , management organizational structure , decision-making system , the disposal process , security system , execution and monitoring system etc. depth analysis to establish the feasibility of countermeasures to build Yan'an local government public emergency response mechanism .
