Abstract


Institutions is endemic to China, a form of organization is for the public benefit purpose , the use of state-owned assets held by the various authorities or other organizations legally registered by the planning departments at all levels , and social service organizations into the cause of the preparation of management . Institutions is a gathering place for all kinds of talents , the tradition of the main force of civilization , intermediate force for social services , which do a good job of the personnel system reform , China's implementation of the holistic development of human resources strategy, building high-quality, socialization professional and technical personnel , so as to promote economic development and social progress have great significance . In reality, however , the personnel system is lagging behind , still does not meet with the socialist market economy and the development of various undertakings , which is clearly reflected in the absence of effective talent constraint mechanism and talent incentive mechanism , there is no higher or lower employment mechanism . With the deepening of the reform of the continuous development of social and related fields , are required to accelerate the reform of the personnel system to promote the reform and development of the country as a whole an important and urgent task . In this regard, the Shandong Province of the personnel system reform for the study and learn from the successful experience of foreign public service reform , summed up some of the theoretical results of our institutions and personnel system reform , from the point of view of the public management of the personnel the system reform problems were more in-depth analysis . On this basis , combined with China 's national conditions, the combination of theory and practice , and proposed the establishment of the authority of the comprehensive coordination mechanism categories to implement reforms , a number of reform initiatives as soon as possible match with the reform policies and measures , reconstruction of institutions of public service operation mechanism, activation and institutions and development to find a way out enthusiasm greatly improve the efficiency and quality of staff , thus completing the task to improve the efficiency and quality of public services .
