Abstract


The reform of endowment insurance system of institutions in China plays a very important role in the establishment of a unified and perfect social endowment insurance system. It got started in the early1990s.In2008, a pilot program was passed by the State Council. Guangdong, Shanghai, Zhejiang and two other provinces were included in the program. Up to now, the pilot program is still in progress all over the country. This paper firstly analyzes the change of the endowment insurance system of institutions ever since1949from its connotation on the basis of the theory of public policy. Secondly it compares the current situation of the reform countrywide with those pilot areas. Thirdly it probes into the problems and the causes of them in the procedure of the reform. Finally, some countermeasures are put forward.
