Abstract


Basic public service is the core, the most basic part of public service, and providethe government response of basic social public demand for products and services,related to the citizen basic right to subsistence and the basic right to development, thusthe government should bear the main responsibility. In2005October, the party’ssixteen plenary session officially proposed concept of " equalization of public service"; in February23,2008, the Political Bureau of the Central Committee GeneralSecretary Hu Jintao in the fourth collective study on the work of the governmentdelivered an important speech, clearly pointed out, building a service-orientedgovernment, should focus on the progressive realization of the equalization of basicpublic service goals, forming the basic public service system benefit; in October18,2010, approved by the seventeen session of the Fifth Plenary Session of the party’s "CPC Central Committee on the development of five year plan for national economicand social development " Twelfth suggestions for further emphasized," graduallyperfect union, more comprehensive, covering urban and rural areas, sustainable basicpublic service system, improve the ability of government to protect, promote equalaccess to the public service ", to ensure and improve people’s livelihood, promotingthe construction of socialist harmonious society. Thus, the equalization of basic publicservices has become a hot issue of social all circles, widespread concern, has alsobecome a major move attention in our country in the new period, pay attention to thelivelihood of the people’s livelihood.Under this background, more and more scholars begin to pay close attention tothis one problem, were studied from the public economics, sociology and so on thedifferent angle, the main research focus on the equalization of basic public serviceconnotation, system security, realization way. The author thinks, perfect the policy ofequalization of basic public service support is essential to promote the equalization ofbasic public services, has the important theory significance and the practicalsignificance. First, Improve the policy of equalization of basic public services， promote the equalization of basic public services is to reduce the social various gap,maintain social fairness and justice of the need of reality. Secondly, Improve thepolicy of equalization of basic public services，to promote the equalization of basicpublic services is an important way to deepen the government to build aservice-oriented government, the transformation. Once again, Improve the policy ofequalization of basic public services，the equalization of basic public services is topromote the necessary condition to promote the sustainable development of thesocialist market economy. Finally, Improve the policy of equalization of basic publicservices， the equalization of basic public services in advance is an importantmanifestation of the construction of a harmonious society.Since then, Based on the previous research, based on the equalization of basicpublic services in public policy formulation level, combining the current situation ofChina’s basic public service equalization of public policy support, public service andreference to the experience of developed countries, and tries to establish the policyprocess dynamic control system, increase the equalization of basic public services inpublic policy formulation of justice and fair, in order to improve public policy supportprovides suggestions the equal access to basic public services.The structure of this paper consists of five parts, a total of five chapters. In thefirst chapter, the author points out the background and significance of the research, theinnovation of the domestic and foreign research present situation and review, researchcontent and possible. The second chapter explains the basic theory of the equalizationof basic public services. The third chapter is the analysis of the present situation andreasons of public policy of China’s basic public service supporting. The fourth chaptermainly introduces the equal access to basic public services and the experience ofdeveloped countries and Enlightenment of public policy support. The fifth chapter isthe core of this study. From the policy perspective systematically puts forwardcountermeasures and suggestions to improve the public policy to support the equalaccess to basic public services.The research method in this paper combines theory with practice andcomparative analysis. Based on the theory of welfare economics, new public service theory, public finance and so on, combined with China’s national conditions, to studyhow to improve the equalization of basic public services and public policy. Combinedwith the status quo of China’s basic public service equalization policy support, and analyzed Thecause of the lack of public policy, put forward the corresponding strategies.Because of limited time and information, at the same time and the complexity ofthe equalization of basic public services in this project, this paper studies failed tovarious content of basic public services, therefore there are many places worthy ofstudy and inadequate.
