Abstract


This thesis, first of all, briefly describes the connotation of the social security system, and then analyzes the social characteristics of peasant-workers, such as being labeled as both "peasants and workers" and "non-peasants and non-workers" in nature, the high mobility, low levels of education and intensive physical labor etc. therefore, to a large extent, such features hinder the peasant-workers from enjoying the high level of social security. Based on data and policy analysis, the thesis cites the problems of the peasant- workers in the endowment insurance, injury compensation insurance, medical insurance, child-birth insurance and analyzes the reasons for these problems. Among them, the urban-rural social security system under the traditional household registration system is the fundamental institutional factor for the rights deficiency; sluggish labor and social security legislation is the essential institutional factor which prevents peasant-workers from being able to enjoy their deserved rights;solid and conservative ideology is the deep-rooted factors for the peasant-workers; since the peasant-workers in the labor market have long been in a unfavorable situation, and the short-sighted attitude of some local governments and enterprises for reducing costs and improving the competitiveness of enterprises is the practical factors contributing to this phenomenon. Based on the above analysis, the thesis devotes a chapter to narrating the necessity and significance of establishing and enhancing the social security system for the peasant-workers. Finally, the thesis puts forward the specific design on how to perfect the system.
