Abstract

The principal-agent theory is one of the modern economic theory since the 1960s began to be applied to the political sphere. Government officials accountability system is the main trend of the administrative reform of the world in recent years, is one of the important content of China's political reform. This article is based on the practice of our government officials accountability system, the use of the principal-agent theory analysis, the article believes that China's political field there is a multi-agency relationship, reflected in our public officials are accountable: all citizens via the People's Congress on all levels of government authorized the formation of the agency relationship; central government to local government, administrative authorities authorized the formation of the agency relationship; citizens of the ruling party, the Communist Party of China authorized the formation of a unique agency relationship. In this as a breakthrough, and to clarify the mechanism of government officials accountability system - as long as the agency relationship, the agent problems, for which they must bring a punitive incentives, such punitive incentives in public officials are accountable to resort to political practice. The article used the game model to demonstrate the rationality and legitimacy of the introduction of the government officials accountability system.
