Abstract


Development of Bilingual Education of the Sibe Nationality in Xinjiang Region makes a full description to the history of the bilingual phenomenon, the formation, development and status quo of bilingual education. On this basis, it demonstrates the significance of developing bilingual education of the Sibe nationality, analyzes the problems existing in the Sibe nationality bilingual education, and finally proposes the corresponding solutions.After two civil wars as well as the aggression of the tsarist Russia under expansionism, the Sibe nationality moved westward from the northeast in the process of the Qing government moving forces to Xinjiang region for cultivation. Herefrom, the Sibe nationality was divided into two parts, resulting in considerably different path of education in history. Northeast of China is the place where their ancestors lived, but at present the local Sibe residents has already lost their native language, and changed to Chinese while the other branch moving westward to Xinjiang has retained a more complete picture of the nation’s language, words and customs, and implemented the bilingual education until now. Nowadays the Sibe nationality is one of minorities of high quality in culture. The study on the Sibe education is an important part in national culture development, and also provides experience on education to other minorities.The bilingual education is not only the demand of life of the Sibe people, but also the most effective way for developing the education of the Sibe nationality and improving the quality of national education. It’s our stay point to carry out bilingual education that passing on the culture of languages we have learnt as well as the start and final points for the bilingual education.The bilingual education is originally the key character and successful experience of the Sibe nationality on education. But in recent years, the people speaking Sibe language decreases progressively, resulting in serious influence on the teaching of Sibe language. In view of this problem, this article, by mainly adopting literature and documents, put forward measures of promoting the bilingual education of the Sibe nationality through clearing up history of the bilingual education of the Sibe nationality in Xinjiang region, analyzing the historic experience on bilingual teaching, exploring main problems in its development. The following problems mainly exist in the bilingual teaching: weak control to macro-management, out-of-order organization of teaching; slow improvement of teaching quality, disparity with Chinese school still being existent; problems of teaching materials; inferior overall quality of the teaching staff. Aiming at these problems, the following measures are pointed out: first, further improve the cognition of the necessity to the bilingual education; second, reform teaching system; third, strengthen the construction of teaching material; forth, reinforce teaching management and the construction of teaching staff, to open up the new situation of the Sibe nationality education.
