Abstract


Implementation of the western development strategy, speed up the development of western regions and gradually narrow the development gap between regions, and ultimately the general prosperity of the region’s economy and people’s common prosperity, rapid and healthy development of the national economy is the internal need, and are the essence of the main characteristics of the community expression.Guangxi is one of China’s relatively backward western provinces, ethnic minorities are faced with more difficult than in the east of the completion of industrialization, urbanization and modernization of historic mission, we need to solve the "three rural" issue, a way out of the problem of surplus rural labor force, Guangxi to integrate into the Chinese current development tide, come from behind in the modernization process must be the burden of the population into human resources, must be most suitable for Guangxi’s economic and social development level and education level of residents in secondary vocational and technical education on the focus on the development of the strategic height. Guangxi accelerate the development of secondary vocational education has a particularly important strategic significance. Is conducive to speed up the process of industrialization in Guangxi will help speed up the process of urbanization in Guangxi, Guangxi conducive to resolving the "three rural" issue, and promoting the employment of Guangxi. The use of literature retrieval method, personnel interviews, comparative analysis of Guangxi, the country till the world’s vocational education development study to identify the development of secondary vocational education in Guangxi shortcomings found in Guangxi law of development of secondary vocational education and means, so that Guangxi secondary vocational education to better for Guangxi’s economic and social development. Changes in Guangxi, over-reliance on natural resources and the status of industrial development to promote the region’s industry from traditional industries to new-type industrialization and changes, speed up the process of urbanization and achieve the sustainable development of backward areas in western and change the backward situation and promote comprehensive well-off society to achieve.This study of secondary vocational education in Guangxi strategic-level research, to speed up the Guangxi secondary vocational and technical education and the promotion of Guangxi, urbanization, industrialization process and the "three rural issues" to resolve the relationship between strategic thinking, a more systematic, comprehensive, and further accelerate the development of Guangxi highlighted the strategic importance of secondary vocational education, the previous discussion of experts and scholars from secondary vocational and technical education, vocational education is usually put it into the broader context of this study, while the secondary vocational and technical education will be listed separately, and put a strategic level, It is an innovation of this study.In this study, Schultz investment in human capital theory is introduced to secondary vocational education and the "three rural" issue resolved, change the way people studying in secondary vocational and technical education spending as an investment concept of updating the concept of universal access in rural areas to promote vocational education in Guangxi will play a to the active role.
