Abstract


With the deepening of the reform of our nation’s economic structure and social managerial system, social management and social service function which was undertaken by the government、businesses and the facilities now has become divided and has returned to be governed by society and the community. The members of these institutions now are people in the society instead of those in the unit. The positions、values and functions of the community are reflected in the process of reform and opening-up and modernizing course whose development as a heated topic and subject has drawn more and more people’s attention including the Party and government organs、scholars and the mass. It concerns more about the public health and social stability. More and more higher educations and the research institutions set up curriculums and courses on community management and strive to make a painstaking investigation aiming at achieving theoretical support for community constructing. The most important part of the socialism harmonious society is to establish civilized and green harmonious community that underlies the daily life of the citizenship and is also the inexorable situation in the process of urbanizationOn the basis of analyzing the current status、issues and the reasons and quoting fairly ripe experience abroad in community constructing the paper puts forward suggestions and thinking on how to sep up modern harmonious communities. There are several of issues such as the shortage of the infrastructure、community members’ feeble participation awareness、unsoundness of the community service function and the limitedness of the coverage in medical and public health in the course of the community constructing. The reasons are as follows: the managerial system of the community is not perfect、the culture construction motive power is not adequate、the autonomous ability of community neighborhood committee is weakened、the cadres are not so capable with high-caliber or not wise. Thus a new type blended managerial system featuring in community autonomy and administration should be built、the community jointly-built awareness should be awakened to、community modernization should be strengthened、more emphases should be placed on community culture community and the social function should be improved so as to conduct and build new- type communities.
