Abstract


Great changes have taken placed in the higher education in Hebei Province Since reforming and opening up. Particularly in the late 90’s of 20th century, Chinese government has raised the strategy of invigorating the country through science, technology and education. Since then, the institutions of higher learning have been increasing enrollment. The higher education in Hebei Province has entered a period of rapid development. However, the resulting shortage of educational resources has been far from enough to meet the scale of the expansion of higher education, the limited educational resources input has become a bottleneck which restrained the development of higher education.In this paper, the theory of resources allocation and regional education is the theoretical basis. And we use the theories and methods of economics, statistics and pedagogies to make comprehensive and systematic analysis of the status of higher education in Hebei Province. First, we analyze the background and the status of the development of higher education in Hebei Province which acts as the starting point for this research papers. Then we make deep study of resource allocation theory and regional educational theory. Second, through a comparative study, we choose DEA method from a wide selection efficiency research, and make an analysis of its adaptive. Then we use the DEA theory and methods to establish specific models to make a system evaluation of the allocation of resources for higher education in Hebei Province from efficiency, quality, scale, results and so on. In the empirical side, we use the classical DEA models (CCR model and the BCC model) to discuss the efficiency of each year of high schools in Hebei Province from 2003 to 2007, and calculate the benchmarking learning objects of no-efficiency of institutions of higher learning. And we calculate the input and output of the efficiency point of each DMU, and provide the slacks to high schools for consulting. Here we make a horizontal comparison of the differences between colleges and universities. Then through the Malmquist productivity analysis, we know the efficiency and productivity of the provincial colleges and universities in Hebei Province from 2003 to 2007 in order to find out the high schools had been through a growth or recession phase in this period of 5 years.In this paper, we make an empirical Analysis of the allocation of resources for higher education in Hebei Province in the efficiency, quality and scals of the empirical analysis, and make an objective summary of the existing problems in the configuration process at the present stage of higher education in Hebei Province, and give some of the recommendations for educational authorities and institutions of higher learning, in order to achieve the fundamental ambitions of improving the quality of higher education.Finally, we make a summary of the full text and put forward the inadequacy of this study and follow-up study in order to give some of the reference for other researchers.
