Abstract


With the deepening of the market economy and the transformation of government functions, local governments for the purpose of adjusting the economic structure and accelerating the urban and rural infrastructure, using varieties of financial options and channels to raise funds for construction. To a certain degree, it promotes the local economic construction and social development. However, because of lacking the necessary legal norms and effective financial supervision, local government was into a chaotic financial situation and followed by a heavy debt burden. As the financial distress of local government and its limited liquidity, the risk of debt increasing outstanding and has many adverse effects.Local government financial risk means the possibility of local government cannot fully repay the debt on time, or the possibility of occurring the debt crises. Now, the local governments have different forms of equity trading and varying amount of debts. As the local government’s debt expanding, the debt risk has become increasingly evident, and has become an important threat to national economic security and social stability.Therefore, the development of local government finance information management and decision aiding information system, not only to defuse the financial risks and has practical significance to maintain the sustainable development of local economy, but also to reduce the national financial risk and has an important role to maintain the macroeconomic stability.This subject discusses about the design solution, system software development, finance data collection, decision support and other aspects of information management in local government finance and decision aiding information platform, and develops the debt management system based on B/S framework which achieving the functions of inputting the financial data through IE browser, collecting the system data and decision aiding. It initially to solve the symmetry of information between financial institutions and local government, risk warning, prevent blind lending on local financial platform and bound the conducts of local financial platform.
