Abstract

With the development of our industrialization and towns, more and more farmland has been confiscated. Since farmers have lost their land which has guaranteed their life, they have become a poor group-farmers who have lost their farmland, who have no social security, no jobs, no farms. It is an urgent problem that must be solved in the course of developing towns and constructing a harmonious society to protect benefits of peasants, set up a security system for peasants who have lost their farmlands.Based on the realistic social security situation of peasants who have lost their farmlands, this article analyses various modes of social security for peasants who have lost their farmland, problems and reasons that exist nowadays, experience of foreign social security for peasants who have lost their farmland, and domestic practice of social security for peasants who have lost their farmland, makes a conclusion about how to construct a social security system for peasants who have lost their farmland in China, setting up a constitution of multi-layer and wide-range social security based on local realistic situation, and improving the social security system for peasants who have lost their farmland.This article concludes four parts.In Chapter one, that is Introduction, we introduce the background and meaning of this article, summarize domestic and foreign literature, and describe our own research methods.In Chapter two, we clarify some important concepts in this article, summarize reasons for peasants losing their farmland, and analyze the present situation of social security for peasants who have lost their farmland, and the problem of social security for peasants from the point of efficiency and equity.In Chapter three, we analyze the present social security mode for peasants who have their farmland, reasons for these problems, which include barriers for social security in rural areas, unfairness of land institution and lack of government duties, and point out existing problems of low social security standard that can not meet the need of peasants who have lost their farmland. In Chapter four, we make a conclusion of setting up a multi-layer social security system based on domestic and foreign experience of social security for peasants who have lost their farmland, the realistic situation of social security for peasants who have lost their farmland in China, according to a wide-range principle. In east developed areas, a standard social security system can be set up for peasants who have lost their farmland while in west developing areas, a lower-standard social security system can be set up for peasants who have lost their farmland. In this part, we also talk about other points of security for peasants who have lost their farmland including improving farmland institution, reforming identification card institution, organizations taking part in social security in rural areas and security from families.
