Abstract


The financial level of Shandong Province is leading in the whole country, and 14 urban commercial banks including Qilu bank have already been established, which makes the number ranks first in China. But the lack of assets and the high risks wake us up. The financial crisis in 2008 and increasing competition led to a loss or even many commercial banks went into bankrupcy, causing more and more concerns of the academic and practice sectors. In order to keep the urban commercial banks in Shandong Province’s develops stably in the new economic and financial situation, we must take certain measures to enhance the core competitiveness of urban commercial banks. It is of significant importance to establish competitiveness evaluation system for urban commercial banks.This paper is mainly divided into two parts:On the one hand, we established a evaluation system that contains explicit, invisible, ecological and open competitiveness indices, by means of factor analysis and DEA methods; On the other hand, we do case study and empiral analysis with the sample made up of 10 urban commercial banks in Shandong Province and 8 urban commercial banks out of Shandong Province.The empirical results show that, as for factor analysis, urban commercial banks in Shandong provincial generally lag behind the competitiveness of Beijing Bank and other banks out of Shandong provincial, for its lack of inherent advantages of scale and external market conditions. However, it is gratifying that the 10 banks already have certain particular comparative advantages. DEA results implies that the overall efficiency of urban commercial banks within Shandong province is operating in the rising phase, which is consistent with the result of factor analysis. Malmquist index decomposition of TFP index showed a sharp decline in technical efficiency. In addition, management efficiency and scale efficiency of urban commercial banks in Shandong province do little goode to the TFP index.It is not difficult to find out that improving TFP index, business development capabilities and staff quality, and reducing loan concentration and ownership concentration are commen measures to be addressed for all the urban commercial banks in Shandong province. In addition, urban commercial banks in Shandong province should also focus on some higher level strategy, strategic cooperation between urban commercial banks and expand through mergers and acquisitions are both good options.
