Abstract


Health insurance reform has been the outstanding problems in economic and social development in China, is the cause of our various reforms difficult field. In 1998 the State Council issued a decision on the establishment of a basic medical insurance system for urban workers, and established a set of medical insurance policy system. The past few years, the medical insurance system reform has achieved initial results, but there are still constraints improve the overall system of social insurance, many of the specific issues to be solved. Especially since 2004, China's basic medical insurance reform has been difficult in the success or failure of the controversy hovering forward, and the most intractable problems in the basic medical insurance reform has emerged around the different levels of health insurance pool fund spending rose too fast, resulting in the balance of payments problem. Doctors and patients, the security relationship between the three is also about all the analysis and measures of reform all the more tense. If you do not completely solve problems in the field of medical insurance in China, the medical insurance system and even the government's credibility will be questioned. Problems exist in the basic medical insurance system, medical insurance pool fund imbalance is the most should be taken seriously and to take effective and timely measures link. The papers from the history of China's medical insurance, historical background, summarizes the successful experiences and lessons of the health insurance reform in different historical periods on the realities of China's basic medical insurance, and the current system of China's basic medical insurance Analysis. On this basis, the article highlighted the existing outstanding problems of China's medical insurance system, especially the medical insurance cost overruns caused by moral hazard problem;-depth discussion of these problems. On the basis of analysis of the causes of our health care costs rising rapidly, proposed to control medical costs, improve China's basic medical insurance system, a series of countermeasures to explore innovation. Highlighted in particular should reform existing medical expenses settlement as soon as possible, to limit the scope and extent of the moral hazard effect, the formation of medical patients, security the tripartite constraints inherent mechanism to control health care costs excessive growth, eliminate waste and achieve medical the sustainable development of the insurance system.
