Abstract


Economic development is inseparable from financial services, financial resources for economic development of the "blood", rural finance is the lifeblood of the rural economy and building a new socialist countryside, the key is to increase investment in rural areas. Because of the weak nature of China’s agricultural and financial investment in the rural areas a serious shortage of financial support for agriculture alone to solve this problem obviously money does not work, the final analysis, need for financial capital input and support. China Agricultural Development Bank is the only agricultural policy bank is the Government’s fiscal funds and credit funds to achieve combined to address the "three rural" an important means of financing, in support of the new countryside construction, shoulder the role of the backbone and pillar. Through the China Agricultural Development Bank according to national development, with intent to give credit support to agriculture and to guide more money to invest, "San Nong" in order to achieve agricultural economic development, rural economic growth objectives. The topics to the Agricultural Development Bank building in the new role of rural areas as a starting point, from a financial management perspective to explore the analysis of constraint on China’s Agricultural Development Bank of sustainable development and new rural construction to better fulfill the functions of the reasons, drawing on research achievements at home and abroad Based on the improvement of financial management issues related to research. This paper argues that China’s Agricultural Development Bank through the innovative management models, building an effective financial management and risk-binding mechanism, and explore a comprehensive budget management to promote and expand service functions such as financial management tools can be better achieved to improve the operational efficiency, enhance the sustainable development capacity, so that China Agricultural Development Bank to better play to support the functions of the construction of new socialist countryside.
