Abstract


In recent years, the abuse of traditional management pattern of state owned commercial banks in our country gradually came into view. Aiming at strengthening their competitiveness, several state owned commercial banks made positive try in the practice of implementing the flat management, however, the effect of it was not so good as a result of the simple understanding to the content of the flat management and implementation process.The process of organizing and implementing the flat management pattern actually should be the one which will optimize the bank business and the management process of the basic operating unit of state owned commercial banks. Using secondary bank as the subject, the basis operating unit of state owned commercial bank, the thesis explains what effects the flat management will takes in promoting efficiencies and improving risks through systematically analyzing the successful experience in the field of flat management and the process reengineering of foreign commercial banks in combination with the practice of flat management reformation of one state owned commercial banks in H city. Furthermore, by analyzing the relationship between the process reengineering and flat management, it proposes some thinking and suggestions about how to thoroughly reengineering the business and management process against the difficulties facing in the present stages of flat management and the principals followed. Otherwise, the conditions under which the flat management was achieved and subject are also accounted for.Different business process brings in different competitiveness. As both of the internal and external environments facing by the banks varies constantly, the material effect of the bank’s flat management more and more incarnates in the design of the business process, which not only subtracts the level of organization structure, but also compresses the overlong business process reengineering and excessive management levels. From the point of the business process reengineering the thesis proposes the content of the flat management:the business process must be designed to focus the customer and market demand completely and the organization structure and resources play their role in the operation of the banks completely through focusing on the business procedure, while discussing how to achieve the flat management through the reengineering of business process in the thesis, it also put forward the ideal pattern of flat management from the three aspects of business operating and accounting and managing process. As to business disposal process reengineering, it made profound analysts to the influences of information technology against the business process and gives the suggestions against the reengineering. And in the filed of management process reengineering, it proposes some thinking and views to the verticalization and the performance assess.Above all, the thesis expresses the future directions of flat management which will rely on the information technology, featured in the form of flat, by the way of process reengineering to organize and implement the flat management. It hopes to make positive try in improving the competitiveness of our state owned commercial banks
