Abstract


Government Procurement was first formed in the late 18th century , the period of laissez-faire capitalism in the early 19th century , in 1782 the British began to government procurement , government procurement more than 200 years of history . China 1998 the implementation of the government procurement system , \, the size and scope of government procurement continues to expand, the procurement agencies setting is becoming reasonable to gradually improve the building of the government procurement system , the efficiency of government procurement more obvious . Government procurement can not only saving financial resources , but also can improve the effectiveness of the use of funds to spend the same money or less money , government procurement to improve the procurement of goods , services or the quality of the project , but will also reduce the incidence of corruption . Years of practice shows that the implementation of the government procurement system to save the financial capital , become the main way of public finance expenditure , but with extensive government procurement work nationwide , the scale of procurement has increased year by year , and corresponding to the scale of government procurement performance issues are also more and more people 's attention and concern , how to establish a scientific and complete performance evaluation index system of government procurement , government procurement to improve the performance level , the problems to be solved in the current management of government procurement , but also improve China's government procurement the system 's major initiatives . This article focuses on the concept of government procurement performance evaluation as well as the status quo , from the system point of view , the operational point of view, the information point of view , the regulatory and oversight bodies set , the quality of personnel and procurement methods , analysis of the reasons for the low performance of the government procurement . On the basis of analysis of these reasons , the legal mechanism , the operating mechanism of the transparency of the procurement , the quality of personnel , budget presentation and procurement performance evaluation system is proposed to improve the low performance of China 's government procurement proposals .
