Abstract


Government non-tax revenue is the government’s involvement in the national income distribution and redistribution. As the tax revenue, must adhere to the principle of "taking from people and giving people", achieve "a degree of collection, use of rules". Strengthening government non-tax revenue management, innovating in government non-tax Revenue management system, enhance the capacity of the government’s macro-control, has become a practical need.On the basis of the theory of public finance and government non-tax revenue related concepts, the text review of the course of non-tax revenue management development in Anhui province, using the methods of theoretical analysis and practical analysis combining, comprehensive analysis and analyzes combining. Depth study the status of non-tax revenue management in Anhui Province, analyse their management process issues and their causes. In full absorb the results of the management experience of developed market countries and the other domestic provincial and municipal governments non-tax revenue management reform, with the basic system architecture of non-tax revenue in Anhui province, propose for government non-tax revenue to implement standardized management measures. That is, based on improving the institutional system of non-tax revenue, standard non-tax revenue of the project management, revenue collection management, budget management and supervision management, establish a unified and standardized government non-tax revenue management system across Anhui province.
