With the development of China’s economy, strengthening tax collectors’ training, studying and solving existed problem of the work, innovating training models, promoting training quality, enhancing the effect of tax collector’s training, and improving the comprehensive quality of tax collectors have been one of the most important thing. Especially, for the tax department on county level, the problem of knowledge structure, the singularity of training model and etc. have been the first obstacle that lies before the tax department on county level.This paper narrated the importance and development history of local tax department, and analyzed three county tax departments which located in the south, middle and north of Jiangsu province, bring forward a training strategy for local tax collectors on county level, and explained the strategy in detail from both ideal and training measures.A training model reconstructing model for local tax department on county level in Jiangsu province was put forward. And the model was illustrated from training item analysis, item design, and item evaluation.
