Abstract

Since reform and opening, the income of farmers has been greatly improved, however, in the great development of today's materialistic society, when the city's residents to fully enjoy the benefits of reform and opening up, while still living standards of farmers and urban residents income levels have a big gap, agriculture, rural areas and farmers are still at this stage we need extreme attention. \The continued growth of farmers' income levels, not only directly related to the living standards of millions of peasants, but also related to the sustainability of China's national economy, rapid and healthy development, related to the goal of building a moderately prosperous society in the realization of the full and harmonious social relations build. Therefore, how to effectively increase the income level of farmers, and to ensure continued growth in farmers' income is the most important stage of China's economy. Firstly, from a theoretical point of view detailed definition of fiscal policy, farmers 'income continued to grow these two key concepts of meaning, and from an economic policy point of view of fiscal revenue, expenditure policies on farmers' income continued to grow correlation analysis, the use of draw theoretical conclusions related models; then use the reform and opening up 30 years of data in China since the reform and opening up farmers 'income growth were retrospectively evaluated in China since reform and opening up to promote the growth of farmers' income continued effectiveness of fiscal policy and issues; finally, learn from foreign experience, based on the proposed stage to promote the sustained growth of farmers' income fiscal policy recommendations. Foreign fiscal policy to promote farmers' income, has given us a good reference: both in funding and tax breaks, or in foreign trade, gave great support to farmers and agriculture. Therefore, based on the experience from abroad, put forward to promote sustained growth of income of the farmers Suggestions fiscal policy, specifically including: first to increase financial input.
