Abstract


The introduction of the principal functional region is an innovation aiming at solving regional issues through scientific methods. As proposed the concept of "principal functional region" in "the 11th five-year plan", the study on its development strategies and the construction of government’s functions has been attached great importance. Though as a new development strategy proposed by Chengdu government since January 2010, there are no specialized researches and experiences about "General Functional Region of Automotive Industry" at home and abroad, it is a new topic for the local government management. The government like a visible hand plays an essential role in constructing and developing the function region, so it is necessary to research the government functions during developing the functional region, and provide some theoretical suggestions for its healthy and speedy development.Based on the conclusion of relevant researches at home and abroad and literatures, this study uses literature analysis and empirical study to analyze the present situation and advantages of the "General Functional Region of Automotive Industry", and then design a specific pattern of development for the functional region, namely "Southern Manufacturing, Northern Trade, Eastern Entertainment, Western Creative and Central Services". On this basis, this study makes a further analysis on the present government’s functions of Chengdu Economic & Technological Development Zone, pointing out the related insufficiencies during performing the functions, and providing some references to reinforce the government functions in developing the functional region that Chengdu Economic & Technological Development Zone should undertake.
