Abstract


Recently China has made great progress in reforming its telecommunications system, the original six operators having been merged into three operators with a full-service qualification and 3G licenses of each-China Mobile, China Telecom, China Unicom. For the domestic competition in the telecommunications market and business advantages of different resources, the three operators have made different competitive strategies and business development strategies. As the enterprise information system requires close integration with the Enterprise Strategy in order to play its due role, the S-provincial new China Unicom which is the integration of the former China Netcom and China Unicom is not only the integration of merged companies but also the integration of enterprise information systems.This article is written in this background conditions to enhance the core competitiveness of enterprises, which is the study of the principles of enterprise information strategy, of the theories on the information systems planning and development, and of the standard eTOM processes. It also analyzes the status quo of the original two companies information systems, and has developed a phased implementation of the integration programs, and analyzes the effects of program implementation.The first chapter describes the latest progress of China’s telecommunications reform, as well as the competition situation and competition strategy of the three operators. It also mentions major innovations in the content and the framework in this paper. Chapter II is the study of how to develop the principles and objectives on the enterprise information strategy, that is to enhance the core competitiveness of enterprises, by using Porter’s three theoretical analysis. Also, it discusses the general method and theory on the planning and development of information systems, and eTOM models and theories. The third chapter describes the status quo of the enterprise information systems of the original Unicom, China Netcom, and analyses the similarities and differences between them. In terms of the support of the new Unicorn’s business strategy and business development, this chapter also discusses the necessity and feasibility of the integration of enterprise information systems. Based on the analysis of the current state of systems,the fourth chapter determines the principles and objectives of the development of enterprise information systems integration. According to the business needs and the urgency and complexity of systems integration, information systems should be phased implementation of sub-system integration. In addition, it introduces the MSS and OSS systems and call center integration programs with the effect it’ll have in this part. In order to support 3G services and converged services,the fifth chapter mainly focuses on the analysis and presentation of the integration and implementation effectiveness of reformed programs which include the sub-2 Stage of integration of business support systems, BSS 3.0 system and a card charging systems. ChapterⅥanalyzes the unsolved problems and the competitive situation the new China Unicom enterprise facing now after the completion of the first two-phases information system integration, as well as the advantages and disadvantages it has at present compared with other operators. In this chapter it also presents the overall planning of the next BSS 4.0 in accordance with the enterprise information systems planning approach.The innovations of this article are that it summarizes and analyzes dozens of the former enterprise information systems of Shandong Province and Shandong Netcom, China Unicom in the status quo, and the corporate strategy of new Shandong Unicom and its urgent business needs. It also presents and studies the formulation of the main functions of enterprise information systems structure,according to the theoretical framework of information systems. Shandong Unicom has provided a referential significance for the integration of similar businesses with the timely analysis on its successful practice of transformation.
