The eco-tourism is the newly emerging things which just developed, and is regarded as an important way of tourism sustainable development. It has solved the question of environmental protection and the resources deployment in the tourism developing process. which is helpful in realizing the healthy, sustainable development of tourism.As a Tourism worker on grass-roots, this dissertation Applies the related theory of eco-tourism, combines Field visits, expert consultion, typical case analysis, empirical analysis and analog combination,unifies the facts of Linqu County eco-tourism development, points out questions and development opportunities in the eco-tourism. It proposes ideas and suggestions of strong operational strategy for eco-tourism development. At the same time, it enrich theoretical sides of definition, connotation.The content of eco-tourism development is discussed from the development of the eco-tourism landscape, tourist reception facilities, the eco-tourism commodity, eco-tourism routes and markets, the eco-tourism culture and so on different angles,and proposes the eco-tourism development should take the sustainable deve opment as the guiding principle, and should be uder the premise of environmental protection. Eco-tourism development is refined and forms sustainable development system of eco-tourism products。This paper analyzes the development of eco-tourism in Linqu, conducts a comprehensive study of the location of developing eco-tourism, resources, existed problems,facing opportunities and challenges. It also proposes the target of building the first county of eco-tourism in Shandong. According to the characteristics of tourism resources in Linqu, The structure"one center,three zones,five districtions" is following. It focuses on building Mountain Yi eco-tourism areas, Shanwang geological eco-tourism areas and Juyang lake eco-tourism areas and hopes to attain the objective of all-round development.The theme of tourism image of this paper is that "Linqu mountains and waters is where aura lies in". Through the strengthening of regional integration, complementary advantages, "Luzhong Happy Journey" tour is builded up.It is determined to build Shandong Peninsula customers’ market Jinan, Qingdao as the core group, construct the cross eco-tourism source markets with changshen and jiqing highway as the framework. the marketing strategy with Zibo, Dongying, Weifang as the back garden is created. Slogan the eco-tourism brand "Linqu mountains and waters is where aura lies in".It is believed eco-tourism is responsible tourism based on the natural ecology, history and culture-oriented tourism resources, involving the various aspects of tourism six elements. Development of eco-tourism and protection of ecological environment are not antagonistic relationship, but to coordinate the relationship between each other. the poverty and backwardness can not protect resources. Just protection,no development, the local economy will fall into long-term dilemma of poverty, even the basic living conditions are difficult to guarantee, funding of protection can not be available, only to make the ecological environment worse.With the hope to solve the problems and contradictions in eco-tourism, achieve the sustainable development of tourism, make contribution to the stable development of the tourism、national economics、society and environment, From the strategic perspective of sustainable development, this paper makes suggestion to the eco-tourism development in Linqu that we should refresh concepts,reform systems, the defects and shortcomings of mechanisms, strengthen publicity and education,enhance products development, improve the legal system and promote the ecological culture.
