Industry clusters not only can be applied in manufacturing, but also can be applied to the tourism industry. Tourism is promoting the transformation of economic growth modes pilot-oriented industries because of the trades involved, a long industrial chain and other factors, it plays an important role in regional economic development.Northwest of Yunnan province is the economically underdeveloped regions, the tourism industry after 20 years of development, play an obvious role in regional economic development. But northwest of Yunnan tourism development is at a low level. If only by virtue of its abundant natural resources and the advantage of cheap labor, ignoring "local abilities", it’s difficult to achieve sustainable development. This paper is analyzes the northwest Yunnan tourism industry cluster development stage ,then put forward its development model, I hope give an alternative path for the northwest Yunnan tourism industry.This paper based on the regional economics, industry economics, tourism economics, economic geography and other subjects related to the principle, using standardized analysis and empirical analysis, static analysis and dynamic analysis and other analytical methods, attempt to draw the tourism industry cluster theory and for an a conclusion of the northwest of Yunnan province tourism industry cluster development of the general rules.
