Nowadays, international petroleum & petrochemical enterprises pay more and more attention to their performance and images in the management of safety, health and environment(HSE), on the basis of constant refinement and improvement of safety management system, they have being promoted and applied the mode of operation safety management system, aiming to change the traditional safety management and perfect the overall function of safety production. BMK is a private enterprise of petroleum & petrochemical industry, located in Tianjin Binhai New Developed Area. In recent years, as coorpeation with Conocophillips and other international petroleum & petrochemical companies, their safety management level was improved rapidly, however, with their grown strong, safety management revealed a lot of problems and defects, also security risks and incidents increased, which have seriously affected the image of enterprise.In this paper, taking BMK as the object of study, by comparing with safety management status between BMK and other international petroleum & petrochemical enterprises, it indicates BMK inadequately combined the development of HSE management system with actual implementation, furthermore, it analyzes BMK’s safety consciousness and philosophy, safety education and training, as well as the mode of safety operation, in order to find out BMK’s problems in safety management and raise strategy and advice on how to improve carrying out of the commitments and responsibilities at the decision-making level, how to improve implement the management by objectives, how to improve full participation in safety management, how to improve safety orientation and training, how to improve the mode of systemic safety standard operation, etc. BMK has targeted to solve the company safety management system development and implementation combined with inadequate situation, and designed a practical standard operating system security management models, for BMK company’s safety management to improve operations to provide a specific template, with more the practical application of strong value and reference value. This paper focus on integrating theory with practice, based on relevant theoretical and analytical tools, on the foundation of qualitative and quantitative analysis, some feasible security measures fit on BMK’s situation are issues, which provide relevant theoretical basis and practical support for their safety management.
