Abstract


Gansu is located in the northwest of the Loess Plateau , complex landform types , road transport has a vital role in the province's integrated transport network . 20 years of reform and opening up , Gansu Highway Traffic has been developing rapidly, especially highway since 1994 Tianshui to North Freeway opened to traffic to achieve the Gansu Expressway zero breakthrough to the end of 2006 , Gansu highway mileage of over 1300 kilometers . Gansu is economically underdeveloped areas , a shortage of funds has become the bottleneck of Gansu highway construction . Financing of highway construction funds become the key to the development of Gansu Highway . The purpose of this paper is to seek a suitable situation in the province , Gansu highway feasible way of financing , shortage of useful suggestions for how to solve Gansu highway funds . Comment domestic and foreign investment and financing system , analyzes the main problems in the status and financing of Gansu Province highway construction financing , pointed out that the main reason causing these problems : an investment and financing management system is too old and is not suitable for the requirements of the market economy ; 2 lack of effective financing methods to attract social funds . Learn from the advanced experience of the international and domestic based on the combination of the actual situation of Gansu the proposed highway ownership exercised institutions , the expressway operation body directly operated by the state-owned holding the shareholding enterprises organic form a link assets and institutional systems , build the idea of the three levels of highway investment and financing management system to improve the management system of Gansu highway investment and financing , and all levels of institutional settings , the functional orientation is discussed in detail . Attract social capital financing innovation , according to the project financing advantages of Gansu specific situation , Gansu highway project financing should be selected as the major innovative ways to attract social funds . , Pointed out that the transfer of the highway operating rights (TOT) due to its comparative advantage , is a practical mode of highway construction in Gansu and comparison commonly used for highway construction project financing from the relevant laws and policies , Gansu high-speed the highway financing capacity , TOT China 's financing practice to demonstrate its feasibility .
