In this paper, through the discussion on the issue of land circulation in Zhucheng, the driving factors of land circulation and its problems are analyzed. In Zhucheng, by accelerating the development of secondary and tertiary industries, encouraging the local enterprises to play a leading role, the establishment of community land transferring service centers, the setting up of farmer cooperatives, and strengthening science and technology training, a variety of ways to promote the transfer of land and its efficiency has provided a sound and rapid development of regional economy and a new experience in land transfer.Agriculture is the basis of the national economy. The sustainable development of agriculture is the guarantee for a society. Besides the natural resource depletion and ecological challenges of environmental degradation, China’s agricultural development is also facing an issue of how to meet the increasing demand of agricultural products and to make the vast rural areas out of poverty. Therefore, the development of rural eco-agriculture is the future of China’s agricultural development.This paper first analyzes the status of the development of ecological agriculture in China. China’s eco-agriculture in the development of overall coordination and the structural adjustment model of 10 types, have accumulated a large number of ecological agriculture for their own development model, such as "pig-Marsh-fruit’ecological agriculture in the south, "four one" eco-agricultural model in the north, "five supporting" ecological agriculture pattern in the northwest. By doing so, the development of ecological agriculture in China has been promoted.In this research, take Zhucheng as an example, the author discusses the development of eco-agriculture counties in China, its typical mode of eco-agricultural development experience and the problems as well. Eco-agriculture development in Zhucheng has established an industry-led, enterprise-led, intermediary-based three modes. A high-quality grain and oil industry system, highly efficient system for vegetable industry, modern forestry industry system, the green of livestock and poultry industry system, characteristics farming industry system, deep system for agricultural product processing industry, modern agriculture and service industry system, industrial system of agricultural standardization, leisure and tourism industry, agriculture and eco-agriculture system, such as "nine ecological agriculture industrial system" has been set up.This article focuses on the analysis of the leading enterprises and intermediary organizations-led modes. The development of leading enterprises of Zhucheng is reviewed. Take Zhucheng Foreign Trade Limited Corporation and Delisi Group, this paper discusses role of the leading business to the Ecology in Zhucheng. The development of professional farmers cooperatives in Zhucheng as promoting eco-agriculture development factor and an important carrier of the farmers to increase income, farmers of professional-and-social development, agricultural industrialization and standardization, the combination of agricultural credit management all these have promoted the rapid development of ecological agriculture in Zhucheng.Related to the typical combination of eco-agricultural model of the greenhouse, this paper also analyzes the economic and ecological benefits.Besides, this paper further analyzes the various problems faced by ecological agriculture, for instance, the increasing industrial and agricultural pollution, the lack of enthusiasm in the participation, unperfected ecological agricultural policy incentives and protection mechanism, the lack of ecological agriculture technical support, and so on.Finally, some suggestions for eco-agriculture in Zhucheng as well as the further development of eco-agriculture counties in China to provide policy recommendations are given, including strengthening propaganda and education in ecological agriculture, reinforcing science and technology training in ecological agriculture, optimizing the industrial structure of ecological agriculture, promoting mechanism innovation, improving protection of eco-agriculture policies, and constructing the standard certification of ecological agriculture.
