Abstract


The problem of rural labor transfer is economic problems ever faced by many modern countries had. In developed countries, the rural labor transfer is achieved with the process of industrialization. China is a populous developing country, there is specific national conditions、institutional background and the new world environment to achieve industrialization in China. In particular the international financial crisis later, a large number of rural laborers returned home in the third quarter of 2008, they became the victims caused by the international financial crisis.Taihe County is located in south-central Jiangxi Province, it is a traditional rural labor-exporting county. According statistics,there have been 9000 rural labors to return home by June 2008,accounting 10% of the whole county. And all rural labors are facing pay growth、lower income and lack of social protection,etc. Therefore, it is very significant for economic development and rural incomes to study the difficulties of rural labor transfer and seek the measures of rural labor transfer.In this paper, by studying the Taihe County history and current status of rural labor transfer, understanding the status and problems of the county labor export, the author closes economic and social、urban-rural interaction、departments cooperation etc, sums up the characteristics of the rural labor transfer, prompted the current main problem and the crux in the rural labor transfer, designs the rural labor transfer policy under the influence of the financial crisis and provides practice guiding value for local governments .The thesis provides measures as follow: first, to strengthen the rural labor statistics and establish the information platform of rural labor workers.;Second, to deepen the reform of the rural household registration system.;Third, to reform the rural land transfer mechanism;Fourth,to improve the social security of rural labors;Fifth, to cultivate a unified labor market;sixth, to improve the training system for rural labors and improve the quality of employment. Seventh,to vigorously develop the secondary and tertiary industries and broaden the rural labor employment channels.
