As a strategic materials and essential consumer goods, food prices and food security issues has long been a concern and attention. The sharp fluctuations in food prices will not only affect the low-income food availability, and will fluctuate conduction to other industries as inputs to the food; On the other hand, the income of grain farmers will become very unstable. In order to safeguard the stability of food availability, stabilizing food prices, food reserves policy has become one of the primary means of government regulation of the grain market, and played an important role in the protection of the people's demand for food in the year of crop failures in the history. However, since 2005, world food prices rapidly rising, although the government has taken a variety of policies and methods to curb excessive food prices rose, but did not have achieved remarkable results. The storage control policy of price stabilization policy, \Amount of changes in food prices and food stocks the reaction indicator of food supply and demand situation. Food prices in a particular point in time is the result of food supply and demand, the role of this point in time, the change in the trend of food prices over a period of time may reflect the relative strength of grain supply and demand changes direction. Changes in food stocks is the current production of the difference between supply and actual consumption, is a direct result of the current food supply and demand situation. However, historical data show that the reaction of these two indicators of supply and demand is not synchronized, the price reaction to lag changes in inventory. In fact, food supply and demand gap is broken down into two parts, respectively, to be reflected by the price and inventory changes. If the inventory changes completely make up for the gap between supply and demand of the current period, the small change of the price of food and do not reflect the real relationship between supply and demand. Inventory change is not just one of the remaining variables, it is a result of the government regulate the market to stabilize food prices and food supply, while truly reflects when supply and demand situation, distorting the market price of the food, the price can not be timely reflect the relative strength of the real production between supply and demand, so inventory release delayed response of the farmers demand relationship, while maintaining low food prices, supply and demand conditions were not improved timely. When the price distortions lead to the situation appeared for the lack of need, the government's ability to intervene because of the decrease in inventory accumulation and a sharp decline in the market price of long-term depression will release the pent-up pressure, causing a sharp rise in food prices . Therefore, under the price control target government grain storage policy, market parties to participate in the joint action often lead to sharp price fluctuations. Government food stocks should be used to remedy the unexpected shortage of supply due to crop failure caused by, or to balance the community can not afford food in order to solve the contradiction between the seasonal and regional food production and food consumption continuity the volatility of the market price, and should not be used to distort price signals. Better inventory adjustment policies should be, while considering the demands come from the general supply control inventory adjustment, price signals pass a true reflection of the current relationship between supply and demand at the same time safeguard the basic needs of food, in order to achieve the long-term food supply and demand balance.
