Abstract


In recent years, the Chinese government in environmental protection has made tremendous efforts and achieved remarkable results. However, comparatively speaking, the improvement of the urban environment is more obvious, while the rural ecological environment is still quite grim. Outstanding performance for point source pollution and non-point source pollution coexist, domestic pollution and industrial pollution overlay, new and old pollution intertwined; industrial and urban pollution to the countryside, threatening the safety of drinking water in rural areas and agricultural security, rural face of environmental pollution and ecological destruction of the dual threats. Fundamental reason for this difference is the long-standing urban-rural dual structure of the environment. With a variety of channels into the \but still continuing: the degree of attention to rural environmental protection is far better than the city; limited environmental resources are configured in the main urban, industrial pollution control; rural environmental protection technology lags behind the needs of rural economic development; urban pollutants to the countryside; backward rural economic constraints on environmental protection requirements. The urban environment is an organic whole, indivisible, interrelated effects of the deterioration of the ecological environment in rural areas not only affects the whole development of rural areas, is also directly related to the city and the entire society. Therefore, we should break the urban-rural dual structure of the environment, with the idea of ??urban and rural areas to strengthen the rural ecological environment construction, completely change a long-urban environmental governance tendency to put the rural ecological environment construction and urban ecological environment as important as . Strengthen publicity and education of urban and rural ecological environment, accelerate the urban and rural eco-environmental laws and regulations, improve the urban and rural ecological environment management system construction, diversified investment in environmental protection in rural areas to increase the effectiveness of environmental management into urban and rural cadre performance evaluation system; science development concept, building a moderately prosperous society in the process of building a resource-saving and environment-friendly agricultural production system of circular economy, the complete elimination of the traditional extensive agricultural production, the adverse impact on the environment, which has significant measures to promote development and utilization of biogas, develop water-saving agriculture and fertilization. Finally, it should establish and improve the ecological compensation mechanism, including the central government subsidies, ecological compensation mechanism, urban and rural ecological compensation mechanism and farmers self-compensation mechanism. In this paper, resources and the environment in rural areas, rural production environment, rural living environment three aspects of the status of rural ecological environment problems, the use of comparative analysis from urban and rural economic factors, production systems, ecological philosophy and lifestyle, environmental protection mechanisms, environmental resource ownership and other aspects of the rural ecological environment to analyze the causes of the problem and explained, and finally proposes to achieve urban and rural Perspective rural ecological environment construction path selection.
