Abstract


Under the international background that the climate issues receiving huge attention. International society is attaching more importance to developing the low-carbon economy. The development of low-carbon economy and the frugal energy consumption have a great significance to the sustainable development of human. The developed country already gained in certain experience regarding the development low-carbon economy. As the biggest developing country and the carbon discharges the biggest country as the world, China in deals with the climate issue in the advancement to play the very important role. How to summarize the low-carbon economy developing experience from developed country, then found an appropriate way of developing low-carbon economy for our country. That is the key issue we have to talk about now.At first,the paper introduce the research background and the researching significance, summarized the domestic and foreign related research.Then analyzed the low-carbon economic policy tool’s theory basis. From the market malfunction theory, the property right theory, the public goods and the public resource, the ecology trail theory elaborates separately. Afterwards the paper made the quite systematic summary to the West national development low-carbon economy’s policy tool. Mainly introduced European Union, the US, Japan and so on several main developed countries and organization’s low-carbon economic policy tools.Then analyze economic background of our country of developing the low-carbon economy, introduced our country’s policy tools to develop the low-carbon economy this year.At last, the paper profit from the place according to the developed country low-carbon economic policy tool, the paper has analyzed the problems existing in our low-carbon economic development, and proposed the countermeasure to problems.
