This dissertation is composed of following parts mainly. Firstly, the thesis summarizes the development of Department budget management system reform in the central government and LiaoNing local government. Secondly, introduces the panorama about LiaoNing’s reform, including communications management functions, management system, financial management inside department and so on. Thirdly, analyzes the main problems and why these problems come into being in the process of budget system reform. And lastly, the measures are given to solve these problems aiming at Communications Department.This thesis fully combined with the characteristics of Communications industry, and the detailed contents of fiscal budget management system reform, those are, Department Budget Reform, Treasury Single Accounting System Reform, Government Procurement System Reform, Income-Spend Two Lines Reform. The special characteristics of this article consists in probing the differences between Communications Industry financial management and fiscal budgeting system reform, and giving positive and effective suggestions based on the influences of the four reforms mentioned above.
