In a large Country which regional economic development embodiment imbalance and obvious disparity, is there being the company capital structure disparity between the regions? How does the macroeconomic environment affect the company capital structure? This paper examined the capital structure adjustment speed and the main factors through the qualitative and quantitative analysis of 783 listed companies during 2000-2009 years.Through sub-regional panel data and Logit QMLE tow method estimate result reveal that:Capital structure of listed companies not only by the company’s own variables, but also by the actual growth rate of GDP.Capital structure adjustment has observably regional disparity in China. The speed of capital structure adjustment in East Regional of China is the fastest, and average target of debt ratio is the lowest.In order to make it faster that the different regions of the listed company moves closer to its target capital structure, and greater coordination of regional credit rationing funds. This article introduces two models of "off-site lending" model, namely the "Lead Bank+Group Company+Cooperative Bank "and" Lead Bank+Off-site Bank "model. According to the optimization analysis of two lending models, and in order to find a mutually beneficial and win-win off-site lending of cooperation.
