Abstract

Chinese NGO is in a developing progress, and it’s playing more and more important role in our social lives. NGO helps the country as part of the community assumed the responsibility of management and service. At the same time, non-governmental organizations have a powerful role in social role and the rule of law. At the international level, NGO has also diversified into the development. They’re not only in the framework of one country’s activities, but also at the same time in different countries to carry out the activities by many international NGO. However, NGO at home and abroad to form the rapid development of marked contrast, the legislation of Chinese NGO is so out. NGO in our country has imperfect legal system, it’s the lack of effective legal regulation and protection mechanisms. all above have become an obstacle to the development of NGO. So how have these defects, then how to solve the main research is the subject of this article and topic.Therefore, this paper summarized and comparative analysis with the reference method, through the six parts of the research topic:First, it is mainly on topics of meaning and purpose, as well as the entire article, literature review and innovation. Second, it’s about NGO on the basic concepts introduced. And sum up its characteristics, and then from the social role of non-governmental role and the rule of law to describe two aspects of the role of non-governmental organizations. This part of the foundation is part of the whole thesis is to address the following research and a theoretical and conceptual support. Third it is from the registration process of NGO’S legislation and monitoring the activities of two major research institutions. Find out our country’s NGO existing problem, and a summary and analysis of proposed solutions for the below the right direction. Forth is abroad in connection with the current part of developed and developing countries,which have NGO on legislation, administrative supervision. Analysis and summary of these two types of national NGO, and the legal system of administrative supervision of the advantages and shortcomings. As well as administrative control model of abroad of our country can learn from the experience part. And after the adoption of our existing NGO and a summary of legislation and the analysis of foreign experience, try to make some non-governmental organizations to solve administrative problems of supervision of the Legislative. From the legislation of Chinese NGO to improve administrative control system, how to further promote the development of non-governmental organizations. The last, summary for the whole article.
