The problem of scientists’scientific and technological ethic responsibility doesn’t last a long time. Since the 21st century, with the rapid development of science and technology, especially its great influence on people’s life which is also beyond anticipation, people began to take a systematic reflection to the science activities, which is special and important. In a certain range, people show great anxiety about the social impact brought by scientific activities. Science is considered as the power with function of construction and destruction, participating all aspects of social lives and changing the social outlooks. On the on hand, as the main creation part, scientist master the high risk technology, on the other hand, they take the unshirkable scientific and technological ethnic responsibility.The thesis bases on the scientists’scientific and technological ethic responsibility, making a deep analysis from the double angle of scientists and ethnic responsibility. The thesis is divided into four parts, employing the research methods such as theory with practice, data analysis and comparative analysis.Firstly, the thesis introduces the proof and significance of the scientists’scientific and technological ethic responsibility, interpreting from three aspects of historical development, theory base and reality challenge. Historically, since the problem of scientists’scientific and technological ethic responsibility has been put forward, it draws great attention. All of this shows that scientists’scientific and technological ethic responsibility is the summary of history; also it is necessary for social development; Theoretically, the scientific and technological ethnic thought and theory of Marxism emphasize that scientists can not shirk responsibility; Realistically, the high technology brought about all kinds scientific and technological ethnic problems, for instance, internet technology, nucleus technology, life science and ecological environment made the new challenge for ethnic problems.Secondly, form the scientists’quality and outside mechanism, including government decision, academic evaluation system and social restrict system, the author make the deep analysis about scientists’scientific and technological ethic responsibility.Thirdly, the authors analyze the scientists’scientific and technological ethic responsibility from the angle of scientists’research subject choice and achievements appliance, so as to clarify the responsibility the scientist should take, the extension they should master and the definite responsibility bound.Finally, the thesis emphasize the ethnic principle the scientist should follow in the scientific activities, for example, the principle of priority of the public interest , no harm principle, the principles of sustainable development , the principle of balance and harmony and fair principle. Meanwhile, the thesis discuss the restrict system of scientists’scientific and technological ethic responsibility form philosophy, ethnics, sociology and law. The author discusses the two aspects of scientists’subject factor and outside environment factor. The scientists should improve moral quality, strengthen the science consciousness, build a sound social atmosphere, construct mass supervise mechanism, set the strict social evaluation and restriction system, enhance the legislation and law supervise, build the match mechanism between scientific and technological activities and ethnic research.
