This paper mainly researches on the design and development of Office Automation System of Zhangdian government. In the requirements analysis stage and system design stage, the requirements of different roles are mainly considered. In the development stage, MDA theory is introduced to optimize the implementation process, which shifts the focuse of system development to modeling stage without writing code.Firstly, based on the analysis of Government Office Automation System application status, the foundation and significance of this paper is explained.In the second part, the basic principle of MDA is introduced, which includes the conceptual frameworks, models, technology standards, abstract levels, etc. The research and application status are also analyzed. Besides, some problems that should be concerned are proposed in this part.System design is the third part. According to the administrative context and corrent organization structure, the requirements are analyzed from five aspects: personal office, coordination between departments, basic business, emergency management and information disclosure. The requirements of different roles, such as official documents management, inner messages, attendance management, are reclassifized in order to reduce the cross-demands among different modules.Following objective needs, in system design stage, functions design of office requiremens and emergency requirements are analyzed separately, modules are refined, and integration overall design are achieved after function consolidation, which not only meet the demands, but also increase efficiency. Based on the analysis of information flows and information transmission efficiency, the databases are divided to administrative system database, internal staff/external unit information database, GIS database, event/business status database, mail database, news database, user database, knowledge database, etc. Because process management is the core function of Zhandian government office antomation system, the design of business process from task initiating to task closing is researched at last. AndroMDA is the development tool in the system implementation process which focuses on the UML modeling process. The specific implementation prococess is as follows: Magicdraw UML is firstly applied for the design and construction of class diagrams, use case diagrams and activity diagrams, then, the process of PIM-to-PSM transformations is completed through Cartridges in AndroMDA, and code is generated antomaticaly. System security management is analyzed briefly at last.Finally, the innovations and shortcomings of this paper are summed up.
