Abstract


Public decision-making refers to the state administrative organs, social management of public affairs as the main body organs, that the goal of the setup, decision-making advice, program choice, performance analysis and other activities in the management of public affairs and internal management. Its main feature is a broad and wide-ranging. Its main body that including the government, social organizations and the public, which covers political, economic, cultural, education, medical care, etc. all aspects of social life. Public decision-making is core process of activities for political parties and state organs in any countries, to achieve political ideas and the policy framework, firstly their own decision-making should be recognized by the general public, in order to realize the legitimacy of public decision-making. Throughout the history, a good public decision-making to benefit the people could be made by the Government which behind closed doors, but it has being made by scientific research, democratic procedures that combine with varied suggestion, It can be seen that scientific and democratic are crucial roles in public decision-making process, in order to achieve the legitimacy of public decision-making . In this article, I will focus on the analysis of the nature, status, functions and other aspects for local committee of the participating parties, by participating in multi-party cooperation and political consultation system under the role, compared to Western democracy, to clarify participating parties is an important role in scientific and democratic process of China’s public decision-making.Introduction section of this article focuses on the subject of the purpose and significance of the study, as well as representatives of relevant research work at home and abroad; The second and the Third chapters introduce the concept of public decision-making and the status and trends of scientific and democratic in public decision-making for foreign countries; The fourth chapter gives the example as Shanghai Municipal Committee of China Zhi Gong Dang party, through the review of participation in politics and democratic supervision, as gives the public decision-making performance evaluation for the Shanghai Municipal Committee of China Zhi Gong Dang’s participation as the entry point, to clarify existing problems of the participating parties in public decision-making; the Fifth and sixth chapters corresponds number of suggestions and measures proposed for problems given by the fourth chapter.Because the different between the Western opposition parties and the China’s participating parties, the new host of this article is based on the research of the public decision-making from the participating parties’point of view.
