Abstract


Along with recent years public crisis events have exposed the increasing and improvement of the functional requirements of government services , the emergence of new media makes crisis information communication way change , local governments in the management of public crisis communication system and communication environment to adapt drawbacks to build and perfect the mechanism of local government public crisis communication has become the community and one of the hot issues of public concern . This research can reveal the reverse problem of the media scientific progress and social development , to understand the translation of the science of new media in crisis management system , social parse the application of new media in crisis management , to further enrich our society in transition institutional arrangements and policy research , which is conducive to China 's transition government and public crisis management to explore . The main contents of this thesis is based on actor-network theory is based on the reality of public crisis management communication mechanism to discuss the role of each of the actors in this network as a network of actors , research and mutual impact . Scientific development makes this network to generate new actors will inevitably break the steady state of the original network . The translation of scientific irreversibility of the other actors must make a corresponding change , otherwise the government will lose the identity crisis information spokesperson will bring great threat to the local government management . The purpose of local government should weigh the conflict of interest in the new actors in the network , change management strategy , change their information communication mechanism and system policy to adapt to the new actors to re-establish a new stable network . Through the analysis of the information as well as the interpretation of the Game relationship between the various actors in the new network , draw the following conclusions : first , crisis information network one of the actors of the crisis management , local government communication mechanism new media escape ; second , the new media environment , the local government as a spokesperson of the crisis information is being lost , new media and the public to become the new spokesperson crisis ; third , the local government can and must communicate by changing the information institutions and institutional policies to create a new network interests chain re-implement network stability .
