Abstract


Seventeenth Party Congress report points out, is necessary to improve the grass-roots party organizations led by vibrant grassroots autonomous mechanism to expand intra-Party democracy to develop people's democracy, to promote party harmony to promote social harmony. Community is the city's most grass-roots organizations, but also the foundation of the ruling party in the city's ruling as an important manifestation of the construction of grass-roots democracy and the rule of law, the community democratic elections is the foundation of community to achieve democratic decision-making, democratic management and democratic supervision, but also to achieve the primary resident self links, how in the democratic elections held in the party's core leadership role to play to the community, to further enhance the class basis of the party in the city, and to expand the mass base of the party in the city, is very concerned about the problems of the Party committees, governments. Therefore, this study has a high theoretical value and practical significance.
