Abstract


As the establishment of the socialist market economic system, urban management unit system return to the community unit system, community becomes to a basic unit in the 21st century of residents and entertainment. Community Sports is one of the important forms of popular sports, and it is an important role in the positive to promote the development of National Fitness Activities. since the date of the Shengli Oilfield birth, it beared the functions of society. In the process of the state separating the enterprises, Shengli Oilfield actively engaged in reform, established the community-based management center, transferred the Social functions to the community. Shengli Oilfield Community is a typical industrial-type communities, and the communities and the units are inseparable.First of all, this article analyzed the essential difference between the characteristics of industrial-based communities and the general urban communities, took the methods of literature, questionnaire surveys and interviews, comprehensive studied on the sports status and problems, put forward a personal view and recommendations for the problems. This article provides the reference to study China’s industrial-based community sports reform and development, and a basis for decision-making for the management of Shengli Oilfield, and references for enriching the community sports theory.This survey shows five results:○1 Shengli Oilfield is in the process of reform, the unit sports is still dominant in the community.○2 The day-to-day of sports activities is conducted by residents of their own, and the organized community activities and sports competitions are carride out by the unit.○3 There is a lot of differences between the people who Participate in community sports, and when they participate, the frequency, the item etc.④The venues can not meet the needs of a low utilization rate.⑤Professional guidance with less qualified staff.Suggestions:○1 Speed up the process of the sports community, so that the sports activities can change from the "unit" to the "community".○2 To establish the multi-level network of sports organizations.○3 Grasp the situations of the crowd who participate in community sports activities and carry out the sports activities targeted.④Open up the sports venues of the community schools and enterprises.⑤To strengthen the building of backbone of the sports, and make it universal to social sports instructors to work in community sports.⑥Carry out the physical monitoring in community and guide the residents scientificly.○7 Planning the venues reasonable and enhancing the maintenance of the equipments.
