Abstract


The small town has a very special role in China's modernization process, is connected to the bridge and link of the urban and rural areas, important areas of building a socialist harmonious society. Building a moderately prosperous society, promote the national fitness campaign, and improve their health, small town sports occupy an important position, the Chinese government has clearly put forward to building a public service system as a basic task of building a service-oriented government in the new era. A public sports service system to keep for the people across the country to improve the physical fitness of the environment and conditions, to support the National People's participation in physical fitness activities, to meet the National People's diverse fitness needs, the National People's health quality significantly improved service and security system; composed of a number of service elements and protect the elements, certain structural and hierarchical framework, with the sports services and sports overall security function. In this paper, the study of public sports service system of the small towns in Shanxi Province, pointed out the problems of Small Towns in Shanxi public sports service system, combined with the development of small towns in Shanxi Province, intends to build a reasonably small town public sports service system, so as to promote small the town's sports development, promote the construction of small towns to promote urbanization in Shanxi Province. Meanwhile, the small town is the intermediate links connecting the rural city, small town public sports service system for the construction of rural public sports service system to provide a theoretical draw promote sports links in Shanxi Province, the construction of a new socialist countryside construction. This study selected the small town of Shanxi Province, the seat of the county government, public sports service system as the research object, a random survey of 24 of the small towns of the county seat of government public sports service system using literature, interviews, questionnaire survey method , mathematical statistics and research aimed at improving the quality of public sports service system to provide better services for the small town masses brainstorming, provide the appropriate recommendations to the functions of the leading departments, provision of public sports service system reform for the future of the small towns in Shanxi Province theoretical basis. Small Towns in Shanxi public sports service system: the system of sports activities, sports organization system, the system of sports facilities, sports information, supervision and feedback system, guidance system, sports funding system, sports policy and regulation system and sports performance evaluation system. The study found that small towns in Shanxi public sports service system is far from perfect. Sports activities system moving target is not clear, disorganized organization system, is not enough of venues and facilities, information supervision and feedback system is slow to respond, the number of social sports instructor not the needs of the masses, the lack of funds, local policies and regulations to preferential investors. Problems government investment-based, non-profit organization of investment, supplemented by actively attracting private sector investment, the establishment of organized regular sports activities for different age groups to participate in the regular maintenance of venues and facilities, increasing recommended way sports departments access to information, and gradually improve local policies and regulations.
