Abstract


Women and water resources are part of the Women and Development, with the in-depth study on women and development, the role of women in water supply, management has been duly noted, has become gender equality and water resources management in the new field of study and hotspot issues. Especially the shortage of water resources, a fragile ecological environment, and the economy is relatively backward areas, set in one of the three major issues of water resources, poverty, women, restricting the sustainable development of the socio-economic and ecological environment construction. In this paper, a structural component of integrated water resources management --- WUA clues questionnaires and interviews, research gender equality and participation of women in the middle reaches of the Heihe River in Zhangye City Water Resources Management. Firstly, from the family and community levels, combined with farmers' water use patterns, from within the family time to take advantage of the three aspects of the family agricultural production decisions and WUA established evaluation index system of gender equality, quantitative study of gender in water resources management equality issues, the following conclusions: (1) the busy season, agricultural production activities, housework and leisure time sex ratio were: 100 -55.8,82.69, the slack season, housework, leisure time, sex ratio were -53.85,96.15 . That basically the same time, men and women put into agricultural production and the labor invested in agricultural production, women have housework time, the the male leisure degree of slightly larger than women, more than men, the family division of labor, gender inequality exists. Women in the household water supply, occupies a key position in the management, at the same time, an important role in the effects on the health of family members and descendants of water resources awareness. (2) based on the production decisions of gender equality indicators, respectively: Investment 40.79, production inputs 46.05, product disposal 45.39, income domination 59.87. That production decisions, the lower the degree of gender equality, to invest in the product, production inputs, product disposal income disposable men in a dominant position, while women in a subordinate position. Reflects gender in irrigation decision-making rights, both men and women to participate in irrigation activities, but the decision-making power of women in irrigation management is far lower than that of men. (3) The sex ratio of water users medical expenses 72.37 a sex ratio of income to 49.34, the sex ratio was 86.84 years of education, the WUA manager sex ratio of 0. Women's health level, income level lower than that of men, the level of education is relatively close. The WUA Management, almost no women's participation. Men in the community activities, health and economic fields, at the heart of women, marginalized and subordinate status. Women the possession, management, use of water resources, the right to control the same marginalized, not taken seriously. (4) the Ganzhou District home production decisions, the index of gender equality in the WUA space the obvious spatial differentiation of urban center, the center is high, low peripheral, equal extent by the impact of the city is very large. Time use of the gender equality index lower in the southeast and northwest, the spatial distribution is consistent with the level of socio-economic development. Show that the Ganzhou District of gender equality in the management of water resources in the degree of social and economic development level consistent. Then create a multiple logistic regression model, the analysis of the main factors that affect the participation of women in WUA management wishes. The results show that the participation of women the WUA managers of enthusiasm is very high, significant factors that affect women's participation in the management of the WUA level of education, health status, family size, age, are reflected. The probability of the level of education for each additional one level, willing to participate in the probability of an increase of 4.36%; health of each additional level, willing to participate, the probability of an increase of 4.17%; ages for each additional one level, be willing to participate is reduced to 0.46%; every increase in the number of family members to a level, the willing participation necessary to reduce the probability of 1.61%. Combined with the findings raised the barriers to women's participation in the management of the WUA main factors (1) do not have the opportunity to participate in; (2) low cultural quality; (3) women's day-to-day chores heavy burden; (4) women with less social contact, information limited sources; (5) lack of confidence in ourselves. Finally, the proposed policy recommendations to promote the sustainable development of water resources management and gender equality: (1) to develop policies to promote women's participation in the management of the WUA, establish and improve the operating mechanism of the WUA, to create opportunities for women's participation; (2) strengthen the quality of women's culture and to improve the ability to participate in the WUA management; (3) give full play to the role of the family, and provide a solid backing for women's participation in the WUA; (4) to learn from advanced management experience, and the role of women's organizations; (5) the index system of gender equality into the operation and management of the evaluation WUA.
