The development of resources-based cities has brought far-reaching affection for the development of Chinese cities. It is not only changed the scale structure and the spatial structure, but also the function structure of the urban system of China. As we all know companying with the Chinese economy developed quickly, China came into the transition period that the planned economy changed into market economy after 1992. Every facet such as urban economy, society, culture, ecology is reforming. As an important part of the urban system of China, resources-based cities are confronting with many ecological, economic and societal problem such as the exhausted resources, ecological destroy and environmental pollution, unreasonable industrial structure, optimizing the urban spatial structure, unemployment and declined economy etc. Mostly resources-based cities are suffering recession, transformation, prosperity and disappear gradually. So governments and scholars pay great attention to development problem of resources-based cities. This thesis, from the domain of the city geography, emphasize the development character, dynamic mechanism, dominant pattern of resources-based cities of China under the double transformation, and choose Baiyin city of Gansu province as a case study, based on its development courses、situation、advantage、limiting factors etc, and provide a useful reference to the other resource-based cities.The thesis is divided into seven parts. The first chapter gave the paper’s backdrops、significances、methods and the evolving research on resources-based cities. Following are the theories of resources-based cities. The 3rd part is the summarization of resources-based cities. The fourth part analyses the developing characters, the dynamic mechanism and the developing patterns of resources-based cities during transformation period. The next chapter introduced the general situation of Baiyin city, and analyses its developing phases, characters, comparative advantage and limiting factors. Based on the several above-mentioned parts, the sixth parts mention some suggestions for advancing the ore city culture, improving mineral resources utilization ratio, optimizing space structure, integrating area economic growth, governing and so on. Seventh parts sum up main research result of thesis, the thesis innovation and the problem insufficient and wait for studying further.
