Abstract

Culture is very important to the development of rural area. Cultural service system in rural areas is an integral part of public cultural service system, and is an important content of new rural construction. Empirical analysis shows that lacking of financial investment, professional and rural cultural infrastructures lead to insufficient supply of cultural services in rural areas and a big difference between urban and rural. Lacking of cultural infrastructures is one of the most important facts which affect the development of rural cultural undertakings. It becomes a major obstacle for supply of rural cultural services. This is because there are some problems in the supply mode of rural cultural infrastructures. Various existing modes have their own advantages and disadvantages. And the supply of rural cultural infrastructures didn’t receive enough attention from the government. It is not included in the Government Performance Assessment System. The supply behavior lacks of long-term planning. In view of this, establishing a coordination mechanism in government, market and the third sector for the supply of public goods is particularly important.PPP means Public Private Partnerships. It is used by the government to increase the private sector’s participation in the supply of public services. This is a good resource sharing. Through model analysis we found that, compared with the traditional supply model, builder and operator establish a cooperative relationship with PPP mode. The builder will internalized the operational costs through increasing investment in the construction phase. Then government costs are reduced and the level of social welfare is enhanced. Therefore, using PPP mode to provide rural cultural infrastructures with government’s right role, good risk management and investment incentives, has important practical significance. It can increase the supply of cultural infrastructures in rural areas, improve the level of cultural services, and promote the development of cultural industries and new rural construction.With the continuous development of social economy, our market mechanism is gradually maturing. We basically have a policy environment, funding sources and practical experience for using PPP mode to provide rural cultural infrastructures. As long as we adhere to government-led and democratic decision-making, providing infrastructures according to local conditions, and carefully select private partners, establish and perfect the supervision and evaluation mechanisms through the whole PPP programs, improve relevant laws and regulations, we may ensure that the supply of rural cultural infrastructures run on a healthy track under PPP mode, and reach the ultimate goal of meeting the demand for cultural consumption in rural areas.
