China is currently in a special period of social transformation, which is from the traditional society to the modem society. At the same time, the reform and development of social welfare systems are moving to a more "positive" direction. One significant sign is that, the supply model of welfare is no longer totally dependent on the government (one dollar mode) or shared by the government and enterprises (dual mode), but turn to the "Three model", which requires the government, enterprises, and other social forces to participate in. In the context of welfare systems transformation, if review our traditional policy of employment for the disabled, we will find, as a special vulnerable groups in society, the disabled face many difficulties, whether now or in the future. In the new social environment, how to make use of the new welfare ideas, seek new ways of employment of persons with disabilities is an important issue.This article is based on the theoretical thinking of " Social governance", make use of qualitative research methods to obtain first-hand in formation, on the topic of "cross-border cooperation", take the s project in shanghai as an example, analyze the new pattern deeply, about its main body, characteristics, construction process, cooperation mechanism and operating effectiveness, summed up the experience and the theoretical reflection of the new pattern, on this foundation, give the advices about how to improve the new pattern further, which are strengthen the leading of government, enterprise self-discipline and their interaction countermeasures.
