Abstract


The state has adopted a number of policies and measures to promote the employment of persons with disabilities , but the effect of the implementation of these policies and measures and established target a certain gap . In order to analyze the reasons for the gap , this paper choose Shanghai to sort out the summary for the study of Disability Employment Policy , Shanghai , and welfare enterprises preferential tax policies and the dispersion of the validity of the proportionate employment policy . First , compared to the employment of persons with disabilities on Shanghai twice a sample survey data are reduced from the quantity and quality . Reasons for this change caused the following three aspects : the reform of the economic system so that the the the Disabled hidden unemployment market becomes explicitation of unemployed people with disabilities find work more difficult ; improvement of social security for persons with disabilities also prompted a disability initiative to quit the job market ; fast-growing number of disabled population in employment within the ages , the market did not match the jobs available to people with disabilities . Second , I detail combing the policies introduced from liberation to Shanghai Disability Employment Policy in Shanghai can be drawn from experienced welfare enterprises mainly concentrated employment stage to the stage of combining centralization and decentralization to the current multi-channel multi-level employment. Finally, I chose welfare enterprises preferential tax policies and dispersed than employment policy , analyze the effectiveness of the two policies . New preferential tax policies for the implementation of the welfare enterprises caused the welfare enterprises large scale to reduce the phenomenon of a large number of people with disabilities to exit the welfare enterprises into the unemployment state ; dispersed proportionate employment policy to promote the employment of persons with disabilities , and to compensate for the economic system the impact of the reform , but the high quality of the employment of persons with disabilities , and the placement of proportion and target a certain distance , and disability insurance for gold instead of the more serious problem for the disabled. phenomenon . These two policy effectiveness missing main policy propaganda is not enough, the content of the policy itself lacking means of preferential policies attractive enough and the policy of the lack of supervision and management of the causes .
