As information and network technology continues to evolve, traditional colleges and universities need to change the file management, information technology should be targeted for reform. It has been used by the network management, file management but also to adapt to this trend, the traditional management process of human hand has gradually been phased out in the file management information systems. In this paper, background, analysis, design and implementation of a three-tier colleges and universities based file management system.The thesis begins by describing the file management and file management system of the basic concepts, analysis of the ASP.NET Framework technology architecture, and technology research system development, system design and implementation to determine the development environment, database development in SQL Server 2000 database design environment carried out.Secondly, the file management system of colleges and universities in general and structural model analysis and design, the first analysis of the records management system functionality and performance requirements, the requirements were designed on the basis of file management system for teachers, teaching business management, management of research projects, student records management, system maintenance module, the file data maintenance module, and the design and establishment of a database file management system, complete records management system data flow diagrams, logical database design and stored procedures.The presentation concluded, according to the requirements analysis and design of the content, to achieve the system’s login window, the teacher records management, teaching business management, management of research projects, student records management, system maintenance, file maintenance, data modules, and the design and implementation of records management system functionality and performance testing. This paper studies the file management information for institutions of higher education development has a certain theoretical and practical value.
