Abstract


These days witness an increasing number of malpractices including corruptions in constructions, especially in bidding, which have been a big concern and can influence heavily the quality of building. To strengthen the supervision of bidding it is essential to establish systems, implement them and make innovations. With the rapid development of computer science and the Internet, it has become a consensus that computer science and the Internet should be utilized to improve the supervision of bidding to make it scientific and standardized.These years, China’s Central Government attaches great importance to this department, investing large sums of money and launching big projects to set up an Internet-based system of clean and honest bidding supervision that National Aerodynamic Center urgently needs. After its completion, the fairness of bidding, the efficiency of supervision, the prevention of malpractices in bidding can be ensured.This thesis is to introduce the origin the project and relevant background both home and abroad and to analyze the trend of supervision systems for clean and honest bidding in construction, on the basis of which the function of this system is to be specified according to the needs of certain projects. Moreover it is to clarify the process of designing and operating of the system, focusing on the methods of developing, analyzing of needs, structures of the system, the division of modules and the designing and running of the database. In the end, the conclusion of examining and developing of the system is to be given.The establishment of the system helps its users to randomly select bidding evaluators and record the process of bidding, because it is capable of reminding its users the malpractices of certain companies, checking their credit, and operating the bidding evaluators’scores to produce reports of results. Thus the goals of formalized approving open operation, standardized process and timely supervision can be realized and malpractices can be prevented. In short, the idea of openness, fairness, justice and science is to be a reality.This system is to make use of CDM and PDM to design outlines and details, Power-designer to establish modules, Rational Rose to put forward working methods through C#,and Adaptive Sever Anywhere to store dats.
