Abstract

In order to alleviate the burden of peasant, the Chinese Government has implemented the reform of tax and fee on agriculture, which reformed the distributive relationship between the state, collective and peasants, and put an end to the policy that peasants had to pay "the imperial grain tax" for about 2600 years, steadily improved the living standards of peasants. However, it also exposed the deep contradictions in Chinese rural areas, such as lack of rural public goods and public services, conflicts on financial revenue and expenditure of township, the basic organizations of village and township can not operate normally, the issue of inefficiency on rural economy and management system, etc. under such a historical situation, what should be reformed and what should be taken to ensure implementation of the new rural construction, has become the hotspots of the decision-making and theoretical experts. Therefore, it is very urgent to explore the new countryside governance model.This study started from the status quo of economic and social development in the country of china after the reform of tax and fee, explored the existing problems of the current governance model from the perspective of economics, and analyzed the using causes of the problem with the method of quantitative and qualitative combining. At the same time, based on the theories of new theory of political economy, the market system theory, system theory and the relationship between state and society theory, combined with China’s national conditions, this paper tried to establish the model of countryside governance, in order to offer references for the reform of China’s countryside management.The main content and the framework of this study are:Chapter 1 introduced the purpose and significance of the study from the research background, outlined the results of research both at home and abroad, described the ideas and methods of research.Chapter 2 defined the related concepts of the countryside governance, briefly reviewed of the development process of China’s countryside governance, and introduced theories of countryside governance.Chapter 3 explored the status quo and the existing problems of economic and social development in the country of china after the reform of tax and fee. Chapter 4 empirically analyzed the causes of the existing problems according to survey data.Chapter 5 attempted to put forward new ideas on the countryside governance. Chapter 6 simply summarized the content of this study.Finally, this paper briefly summarized the content of this study and gave an expectation of deficiencies and endeavor direction in future.
