Abstract


Government’s Responsibilities for The New Rural Social Endowment Insurance System can effectively guarantee the coverage in rural. The government does its best to implement the new rural social endowment insurance in the background of actual countrysides. The individual, government and collective village share the responsibilities together. The central government pays all the basic old-age pension with the voluntary participation of farmers. The local government promotes the concrete issues, and supervises the fund accounts. So it’s important to define different responsibility permissions between the central government and the local government.According to the rural condition, the government should link all systems, narrow the differences of pension insurance, and expand the coverage. Compared to the old system, all the governmental responsibilities are detailed in the fourth component. The Responsibility in supplying System: designing the system, the central and local governments co-ordinate system. The legislative responsibilities: the central and local government regulational legislation, the convergence of special laws and regulations, to improve the legislational level for rural practices.The economic responsibility: to develop the rural economy, the governmental financial support, bear the implicit debt, to raise and invest the fund, and other effects of the public finance. The responsibilities of the governmental supervision and management: strict managements of the central and local government, administrative and social supervision in hand, standardized regulation for the funds. Other responsibilities:the co-ordinate system from the interface to the outside in rural pension insurance, administrative responsibility, and the moral responsibility. The governmental responsibilities focuse on the financial support for the rural social endowment insurance system. To forecast the governmental financial subsidies is essential. Then the government should give financial supports to the special farmers, reduce the risk of rural pensions,implicit the pension debt and enlarge the finiacial contributions to the new rural social endowment insurance system.The Paper is divided into five chapters.Then it details the theory of government responsibilities on the rural social endowment insurance, to build a relatively complete system.In this paper, lessons learned, comparative analysis, principal factor analysis, data calculation technology, standardized analysis and empirical analysis are used together. All methods strive to improve the governmental responsibility system in the rural socia endowment insurance, based on the further investigation in the actual conditions.
